A psychologist says that in the case of a rape, it’s more due to the men rather than the women. It is the sickness in the mind of a man which pushes him to the rape. He can rape even someone who is veiled.
How can we deal with this fact?
This is a theoretical point. Yes, the person who has such a desire may act on it regardless of the circumstance. However, practically speaking, if a woman is virtually naked in front of him, his desire is raised in comparison to the woman who is completely covered. Thus, to say that this is a problem with the man and to punish him only is unfair because the woman encourages and increases that desire by the way she dresses. We do have a severe punishment for the man. Islam says we must have a balanced situation here.
