What qualifies as a Muslim land?

It is where Muslims are a majority. We call a state an Islamic state, Islamic rule and Muslim land, where we have a majority of Muslims. In some Muslim lands, Muslims may be oppressed. Some have freedom where they are free to practice and others do not. So where Muslims are in majority and having Islamic rule, then that qualifies the land to be a Muslim Land.
